The MESUR project at the Research Library of the Los Alamos National Laboratory is interested in developing metrics for quantifying the value of all scholarly artifacts (e.g. authors, journals, conferences, articles, institutions, etc.). In order to do this, an accurate model of the scholarly community is needed that includes both bibliographic and usage data. This model is best represented by a scholarly semantic network. That is, a network of heterogeneous artifacts connected to one another by qualified or typed relationships. Given the current standards in metadata archiving and harvesting, usage recording, and representational frameworks for semantic networks, a practical ontology for the large-scale modeling of scholarly artifact usage is presented.
